Importing into the UAE: A Step-by-Step Guide for Businesses

The UAE is one of the world’s great trading hubs, and importing goods here is well-organised — but first-time importers can still get caught out by registration, documentation and duty rules. This step-by-step guide walks you through importing into the UAE so your first shipment arrives without surprises.

Step 1: Get set up to import

To import commercially you need a valid trade licence and an importer code registered with the relevant customs authority (for example, Dubai Customs). Set this up before your goods leave origin — not when the container is already at the port.

Step 2: Know your goods and duty

Classify your products with the correct HS code, which determines the duty rate. Most goods carry a standard 5% import duty on the CIF value, with some exemptions and higher rates for specific categories. VAT may also apply.

Step 3: Prepare your documents

  • Commercial invoice and packing list (consistent with each other)
  • Bill of lading or air waybill
  • Certificate of origin where required
  • Import permits for any regulated products (food, cosmetics, electronics, etc.)

Step 4: Ship and clear customs

Once your goods are in transit, your declaration is submitted to customs with the supporting documents, duties and taxes are paid, and the shipment is either cleared electronically or selected for inspection. Step 5: Free zone or mainland?

The UAE’s free zones are excellent for storage, re-export and consolidation — often without immediate duty. But the moment goods move into the mainland market, they are treated as a dutiable import. Plan your routing and cash flow around that line.

Step 6: Delivery and storage

After clearance, your goods are delivered to your premises, warehouse or fulfilment centre. If you sell online, this is where e-commerce fulfilment keeps stock close to your customers.
